Lalonde currently serves as the Coordinator of the Labor Relations Office, having assumed that role in 2012. He began working for Madison-Oneida BOCES as a Labor Relations Specialist in November of 2006. Immediately prior to his work with the BOCES, he worked in the private sector with an emphasis on municipal, labor, land use, and workers’ compensation law. Andy began his legal career as a municipal attorney, having served as the city attorney for both the Cities of Rome and Auburn, New York. As a city attorney, he was responsible for coordinating all the legal affairs of the government. He has extensive experience with labor negotiations, labor management, grievances and arbitrations, employee and student discipline, historic preservation law, and experience in state and federal courts. He has also worked regularly with various state and local governmental agencies. Andy received his Bachelor’s Degree from the State University of New York (Buffalo), his Master's Degree from the State University of New York College of Environmental Science & Forestry and his Juris Doctor degree from the Syracuse University Law School.David M. Pellow Labor Relations SpecialistDavid M. Pellow joined Madison-Oneida BOCES as a Labor Relations Specialist in 2007. Prior to that, Dave gained more than 30 years of experience representing management in labor and employment law matters, first with a large Syracuse-based law firm and then managing his own firm. His experience with school district labor matters began with the 1977 teacher strike in North Syracuse. He has made numerous presentations on labor law and general school law matters for the NYS School Boards Association, the School Study Council of Syracuse University, and Management Advocates for School Labor Affairs (MASLA). He served as President of the Onondaga County Bar Association and as a Board member of the Onondaga County Bar Foundation. He also co-chaired the Equal Employment Opportunity Law Committee and the Legislation Committee of the Labor and Employment Law Section of the New York State Bar Association. Dave received his Bachelor's Degree from Boston College and his Juris Doctor degree from the University of Michigan Law School.Justin R. Murphy Labor Relations Specialist
Justin R. Murphy began working for Madison-Oneida BOCES as a Labor Relations Specialist in August of 2010. Prior to his work with BOCES, Justin worked in private practice for more than 15 years with an emphasis on litigation defense and family law matters. While in private practice, Justin served as a court-appointed law guardian in multiple judicial districts. In 2004 he was appointed as City Attorney for the City of Oneida, where he served for five years. As City Attorney, Justin was responsible for the Oneida City’s various legal affairs, including code enforcement, municipal litigation, contract drafting, zoning and land use. Justin received his Bachelor’s Degree from Hobart College and his Master's in Business Administration and Juris Doctor degree from Syracuse University.George E. Mead III Labor Relations SpecialistGeorge E. Mead III began working for Madison-Oneida BOCES in May of 2013, building on a 33+ year career of public service. After beginning in 1980 as counsel for his hometown, the City of Rome, George has worked as a County Attorney, Assistant State Attorney General, and Regional Attorney for the NYS DEC. George's work in private practice involved primarily handling the legal affairs of municipalities, public authorities, not-for-profit organizations, and businesses. Throughout his career, George has worked with various governing boards and officers in the areas of municipal law and governance, legislation, policy-making, regulation, code enforcement, contracts, real estate transactions, land use regulation, finance, civil service law, employment law, human resources, labor negotiations, grievances, arbitrations, hearings, worker’s compensation, environmental matters, and related municipal litigation. Interested in all aspects of local government, George served on the governor's Advisory Committee to the New York State Commission on Ethics in Local Government, on several state task forces to revise state laws concerning local governments, and as LeRay Town Justice for 9 ½ years. George has presented many training programs for local government officials and continuing education programs for judges and attorneys. George received his Bachelor's degree from Colgate University and his Juris Doctor degree from New York Law School.Labor Relations SpecialistPatrick Shanahan began working for Madison-Oneida BOCES in 2017. His key areas of focus are special education, PINS and family court issues, and he provides additional support to the Policy Service. Before joining MOBOCES, Patrick was the Legal Affairs Director of the Educational Policy Institute in Virginia, where he advised school districts on regulatory issues. He spent a number of years practicing law in the United Kingdom, where his practice involved representing commercial and investment banks, private equity sponsors, hedge funds and corporations in a wide variety of cross-border transactions. He has also worked with the Massachusetts Department of Education. Patrick received his Bachelor's degree from Mercyhurst College and his Juris Doctor degree from Harvard Law School.Jennifer L. Russ Policy & Benefits Coordinator Jennifer L. Russ began working for Madison-Oneida BOCES in March of 2001 as a Labor Relations Secretary. She became a Labor Relations Associate in January of 2003 and the Policy & Benefits Coordinator in October of 2015. Before working for the BOCES, Jennifer spent approximately 10 years in the private sector working as a legal secretary for various local law firms. Since coming to the BOCES, Jennifer has received an Associate's degree in Paralegal Studies and a Bachelor's degree in Business Administration from the State University of New York. Jennifer works extensively in the areas of policy development, negotiations support and research. She has assumed primary responsibility for the Policy Services available through the Labor Relations and Policy Office.Sr. Office Specialist I
Kathleen L. Parker began working for Madison-Oneida BOCES in October 2006 in the Central Business Office as a Senior Account Clerk. Working in the CBO office, she was introduced to the various services the BOCES offers to districts and other BOCES. In October 2010, she joined the Labor Relation and Policy Office as the Senior Office Specialist. Prior to employment with Madison-Oneida BOCES, Kati worked at O’Brien and Gere Engineers in Syracuse and Bailey, Haskell, Lalonde in Oneida. Along with office administration work, she supports Jennifer Russ in the Board Policy services available through the Labor Relations and Policy Office. Kati also works extensively on the salary survey that is published yearly for the participating districts and BOCES.
